The overlook is part of Guam's Territorial Seashore Park, offering views of Cetti Bay and a chain of foothills. The area is considered a geological treasure, with rock formations revealing the island's volcanic origins. The twin hills, Attelong Acho (Black Rock), are examples of pillow lava formed underwater during ancient volcanic eruptions. The coastal area around Cetti Bay has been inhabited by Chamorros for approximately 3,000 years. Latte stones and pottery shards provide evidence of this long history. The Spanish later created a road system that followed the coastline from Hagatna, south through Cetti Bay to Umatac. Today, the slopes are covered with grassland, savanna, and coconut trees, with a ravine forest hiding Cetti Waterfall. Cetti Bay itself is on both the Guam and National Registers of Historic Places. From the overlook, visitors can see Cocos Island to the south, off the coast of Merizo village. The bay is accessible via a hike north from Humåtak or south from Sella Bay, though both require considerable climbing. The area has faced erosion and sedimentation due to road construction. Despite this, Cetti Bay Overlook remains a popular destination for those seeking natural beauty and historical insight.
