From the center of Agana Heights, head southeast on Route 1 (Marine Corps Drive) towards the Agana Shopping Center. Continue until you reach the intersection with Route 6. Cross the street and continue north on Route 6 until you reach the entrance to Dungcas Beach, which is well-marked. Follow the path down to the beach. There are no costs associated with walking.
