From the Diwan-i-Aam (Hall of Public Audience) inside Agra Fort, walk towards the Khas Mahal complex. Anguri Bagh is located within the Khas Mahal, centrally situated in the premises. Follow the signs within the fort complex directing you towards the garden. The walk is approximately 5-10 minutes within the fort.
