The Fenelon Place Elevator, often called the Fourth Street Elevator, is a unique and historic funicular railway located in Dubuque, Iowa. Touted as the world's shortest and steepest scenic railway, it spans a mere 296 feet, ascending 189 feet up the bluff. This charming railway provides passengers with breathtaking panoramic views of the city's downtown business district, the majestic Mississippi River, and the states of Iowa, Illinois, and Wisconsin. Originally conceived in 1882 by J.K. Graves, a local banker and state senator, the elevator was initially a private endeavor to shorten his commute from his hilltop home to his office below. Inspired by inclined railways he had seen in Europe, Graves built the elevator for personal use. The first iteration used a coal-fired steam engine to pull a wooden Swiss-style car up the tracks. However, the elevator burned down twice in its early years. After the second fire in 1893, Graves could no longer afford to rebuild. Ten neighbors, who had grown dependent on the convenience of the elevator for work, church, school, and market, formed the Fenelon Place Elevator Company. They acquired the right-of-way from Graves and rebuilt the elevator, incorporating a streetcar motor and steel cables after gaining inspiration from the Chicago World's Fair. Today, the Fenelon Place Elevator continues to operate seasonally, from April 1st through November 30th. A ride on this historic railway offers not just transportation but a nostalgic journey and stunning views, making it a must-see attraction in Dubuque.
