If you are driving from Bari, take the A14 motorway towards Taranto. After approximately 30 km, take the exit for Bari Nord and follow signs for SS16 towards Monopoli. Continue on SS16 for about 40 km until you reach Capitolo. Once in Capitolo, turn onto Contrada Capitolo. Proceed for about 1 km, and you will find Scoglio Soffiante on the coast. Parking is available nearby, but may incur a small fee depending on the season.
