If you are starting from Hiroshima Station, take the JR Sanyo Line and get off at the Hiroshima Station for the Hiroshima Electric Railway (Hiroden). From there, board the Hiroden tram on Line 1 (the green line). After about 20 minutes, get off at the 'Futabanosato' stop. Once you exit the tram, walk straight for about 5 minutes, and you will reach the Hiroshima Toshogu Shrine located at 2 Chome-1-18 Futabanosato, Higashi Ward.
