From Sapporo, take the Hokkaido Expressway to Otaru, then follow National Route 5 and Route 229 along the coast to the Shakotan Peninsula. The drive to the Shakotan Observation Deck takes approximately 2.5 hours. Parking is available near the Shakotan Tourism Center, a short walk from the observation deck. Be aware that parking can be crowded, especially during peak season. Toll fees on the expressway to Otaru are approximately ¥1,400.

From Sapporo Station, take a JR train to Otaru Station (approx. 30 minutes, ¥640). From Otaru Bus Terminal, take the Hokkaido Chuo Bus bound for Shakotan/Hakodate and get off at a bus stop near Cape Shakotan (approx. 2.5 to 3 hours). From there, it's a short walk to the Shakotan Tourism Center and the observation deck. Buses to Shakotan are infrequent, especially outside of peak tourist seasons, so check the latest bus schedules on the Chuo Bus website. Consider making a reservation for the Shakotan Town Community Bus for travel between Bikuni and Cape Kamui. A glass-bottomed boat cruise operates from Bikuni Port, offering views of the underwater world; fares are ¥1,300 for adults.
