From Naha Bus Terminal, take Route 28 towards Tomigusuku. The bus ride will take approximately 30 minutes. Get off at the 'Tomigusuku Shisho' stop. From there, walk towards the direction of the Tomigusuku City Hall, which is about a 15-minute walk. As you approach the City Hall, you will see signs directing you to the Former Japanese Navy Underground Headquarters.

Take the Okinawa Urban Monorail (Yui Rail) from Naha Airport Station to Asahibashi Station (about 7 stops). Transfer to Route 28 bus towards Tomigusuku. Get off at the 'Tomigusuku Shisho' stop.
