Car
If you are driving from Shimotsuke, take the Route 4 (also known as the Nikko Utsunomiya Road) heading north. Follow the signs for Nikko. The drive is approximately 45 minutes, depending on traffic. Once you arrive in Nikko, look for signs directing you to Nikkō Tōshogū, which is located at 2301 Sannai. There is parking available near the shrine, but be aware that there might be a parking fee of around 500 yen.

To reach Nikkō Tōshogū using public transportation, start by taking the JR Utsunomiya Line from Shimotsuke City Station to Utsunomiya Station. The train ride takes about 18 minutes.
