Walking
From the center of Luang Prabang, head south on Sakkarine Road towards the Mekong River. Continue walking past the Royal Palace Museum until you reach the intersection with Kounxoa Road. Turn left onto Kounxoa Road and walk straight for about 1 km. You will notice a sign pointing to Wat Pa Phon Phao on your right as you approach the hill.

You can hire a tuk-tuk from any point in Luang Prabang. Tell the driver to take you to Wat Pa Phon Phao. They will know the location as it is a popular site. The ride will take about 10-15 minutes. Make sure to negotiate the price before you start your journey.

Bicycle
Rent a bicycle from one of the many shops in Luang Prabang. Start from the town center and head south on Sakkarine Road. After about 1 km, turn left onto Kounxoa Road. Follow Kounxoa Road until you see the sign for Wat Pa Phon Phao on your right. The total distance is approximately 2 km, and it should take around 10-15 minutes to cycle there.
