Walking
From the Sliema Ferries terminal, head southwest along the promenade towards the Tigne Point Shopping Mall. Continue walking straight until you reach the end of the promenade. Cross the road and follow the signs for the Valletta Ferry. Take the ferry to Valletta, which is a short ride of about 10-15 minutes. Once you arrive at the Valletta ferry terminal, exit and walk straight ahead towards the main street. Turn left onto Merchants Street and continue walking until you reach Old Treasury Street. Turn right onto Old Treasury Street, and the National Library of Malta will be on your right at number 36.

From any location in Sliema, walk to the nearest bus stop marked with a 'Tallinja' sign. Take bus number 13, 14, or 15 towards Valletta. The journey takes about 30 minutes. Once you arrive at the Valletta bus terminal, exit and walk straight towards the main street. Turn left onto Merchants Street and continue walking until you reach Old Treasury Street. Turn right onto Old Treasury Street, and you will find the National Library of Malta at number 36 on your right.
