Walking
From St. Julian's, head towards the main coastal road (Triq Sant' Andrija). Walk along this road until you reach the junction with Triq il-Bajja. Turn right onto Triq il-Bajja and continue straight until you reach the bus stop at 'Spinola Bay'. From there, catch the bus to Valletta (Route 12 or 13). The bus will take you directly to Valletta's city center. Once in Valletta, disembark at the bus terminus. Walk towards the city gate, and then continue straight until you reach the Upper Barracca Gardens. From there, take the steps down to Lascaris Ditch, where The Lascaris War Rooms are located.
