From the main entrance of Cunningham Falls State Park, take Catoctin Mountain Park Road heading southwest. Continue on this road for approximately 5 miles until you reach the intersection with South Mountain Road. Turn left onto South Mountain Road and follow it for about 2 miles. Look for a parking area on your right. Park your car here as this is the starting point for the trail to High Rock.
