Walking
If you're starting from the Tijuana Cultural Center (Centro Cultural Tijuana), exit the building and head towards Avenida Paseo de los Heroes. Turn right and continue walking until you reach the intersection with Avenida Revolución. Cross the street and follow Avenida Revolución towards the east. Keep walking until you reach the Tijuana River. At this point, you will need to find a way to cross into the United States, as Grape Street Pier is located in San Diego, California.
