If you are in downtown Bay City, start at the Bay City Riverwalk Park located at 2000 Adams St, Bay City, MI 48708. Head east along the riverwalk until you reach the intersection with Washington Avenue. Turn right on Washington Avenue and continue until you reach the intersection with Centre Avenue. Cross over Centre Avenue to continue on Washington Avenue. After a few blocks, you will see the Observation Deck on your left side at the coordinates 43.6784654, -83.9202275.
