From Lake McConaughy, head east on the NE-61 highway. Continue on NE-61 for about 25 miles until you reach Ogallala. As you enter Ogallala, turn right onto E County Rd 85. The Ogallala / I-80 KOA Journey will be on your left at 221 E County Rd 85, Ogallala, NE 69153. There is no entry fee for the campground, but if you plan to camp, be sure to check their website in advance for reservation costs.
