If you're driving from Klamath Falls, take US-97 North for about 90 miles. Once you reach the city of Bend, merge onto US-20 East and continue for approximately 30 miles. Follow signs for Prineville, and then take OR-26 East. Continue on OR-26 for about 18 miles, then turn left onto County Road 25. Follow this road until you reach the Steins Pillar trailhead.
