Car
If you are driving from Pendleton, take I-84 E towards La Grande. After about 30 miles, take exit 188 for US-395 S toward Umatilla. Continue on US-395 S for approximately 16 miles, then take the exit for OR-730 E. Follow OR-730 E for about 10 miles until you reach the McNary Dam viewpoint area, which is adjacent to Muscle Shell Rapids. Look for signs indicating the viewpoint.
Public Transportation
Take the regional bus service from Pendleton to Umatilla. The bus will drop you off at the Umatilla Transit Center. From the Transit Center, you can catch a local taxi or rideshare service to take you to the McNary Dam viewpoint area.
