Head southeast on S 5th St towards Washington St. Continue straight on S 5th St until you reach Penn St. Turn right onto Penn St and walk for about 0.6 miles until you reach the intersection with S 8th St. Here, you will see a bus stop for the BARTA bus service. Take the BARTA bus route 1 towards the Northeast. Get off at the stop near the intersection of River Rd and River Edge Dr. From there, continue walking southeast on River Rd for about 0.5 miles until you reach Kelly's Lock Overlook at 2820 River Rd.
