Car

From the center of Cajamarca, head east on Avenida España. Continue straight until you reach the intersection with Avenida Atahualpa. Turn right onto Unión and continue for about 600 meters. Los Balcones del Cumbe will be on your left side at Unión 600. Make sure to pay attention to parking regulations as you will need to park nearby.
Public Transportation

From the Plaza de Armas in Cajamarca, you can take a local bus or shared taxi that heads towards the neighborhood of Baños del Inca. Board any bus with 'Baños' or 'Cumbe' written on it. The ride will cost you around 1-2 soles. Ask the driver to drop you off at Unión street. Once you get off, walk straight along Unión street for about 10 minutes (approximately 600 meters), and you will find Los Balcones del Cumbe on your left side at Unión 600.
