If you are staying nearby in the Centro Histórico, you can walk to the Magic Water Circuit. From Plaza Mayor, head southwest on Jr. de la Unión. Continue straight until you reach Av. Arequipa. Turn left and walk until you see the entrance to the park on your right at Jirón Madre de Dios. The walk takes approximately 20-30 minutes depending on your pace.
