The ride will take approximately 10-15 minutes depending on traffic. The driver will drop you off directly at the entrance of the watchtower.

From Tagbilaran City, head to the main jeepney terminal. Look for the jeepney heading to Panglao, and board it. Inform the driver you want to get off at the Panglao Watchtower. After about 30 minutes, the jeepney will take you close to the watchtower. You may need to walk a short distance or take a tricycle from the nearest drop-off point.
