Car
If you are driving from the central area of Mt. Pulag, first locate the main road leading towards Baguio City. Drive south on the Halsema Highway (N198) for approximately 30 kilometers. Follow the signs to Baguio. Once you reach Baguio, continue on the main road until you reach the junction with Session Road. Turn left onto Session Road and follow it until you see the signs for Panagbenga Park, located at 231, Baguio, Benguet. Parking may be available near the park, but be mindful of parking regulations.

To get to Panagbenga Park via public transportation, head to the nearest bus terminal in Mt. Pulag, where you can catch a bus to Baguio City. The bus ride will take approximately 1-2 hours depending on traffic. Once you arrive at the Baguio bus terminal, look for jeepneys or taxis that can take you to Panagbenga Park. You can ask the driver for 231, Baguio, Benguet as your destination. The fare for the jeepney is around PHP 10-20 per person, while a taxi may cost you approximately PHP 100-150.
