If you prefer public transportation, take a ferry from Dumaguete City to Siquijor Island. Upon arrival, you can take a tricycle or local jeepney to Lazi. The fare for the tricycle should be around 100-150 PHP depending on your negotiation skills and the distance. The journey from the ferry port to Lazi takes about 30-40 minutes.
