If you are starting from Setúbal City Center, head northwest on Avenida Luísa Todi towards Rua do Comércio. Continue straight until you reach the roundabout. Take the second exit onto Rua da Liberdade and walk straight until you reach the waterfront. Once there, follow the promenade along the river until you reach the intersection with Estrada do Castelo de São Filipe. Turn left onto Estrada do Castelo de São Filipe and continue walking uphill for about 15-20 minutes until you reach the Forte de São Filipe.

From Setúbal City Center, you can take bus line 10 from the bus station (Terminal Rodoviário de Setúbal) towards 'Praia da Figueirinha'. Get off at the stop 'Forte de São Filipe'.
