If you are driving from the El Yunque Visitor Center, head west on PR-191. Follow this road for about 6.5 miles until you reach the intersection with PR-3. Turn left onto PR-3 and continue for approximately 23 miles. You will then take a ferry from Fajardo to Culebra. Make sure to check the ferry schedule ahead of time, as it runs on a limited basis. Once you arrive in Culebra, drive towards Flamenco Beach. Follow the main road until you see signs for Flamenco Beach, where you will find Playa Carlos Rosario.
