Take the public bus (often referred to as 'guagua') heading to Fajardo. The bus ride will take approximately 30-40 minutes. Once you arrive at the Fajardo Ferry Terminal, purchase a ticket for the ferry to Culebra. The ferry ride lasts about 30 minutes. Upon arriving in Culebra, you can take a taxi or walk to Flamenco Beach. Follow the road signs towards Flamenco, and it will lead you through the scenic areas of the island to Playa Carlos Rosario.
