You can take the Coast RTA Route 15 bus, which runs along Ocean Boulevard. Board the bus at any stop along the route that is convenient for you. Make sure to check the schedule as the buses may not run frequently. Disembark at the stop closest to 11th Avenue North. From there, walk a short distance north on Ocean Boulevard until you reach SkyWheel Myrtle Beach.
