Take Line 1 (the orange line) of the Busan Subway from your nearest station and transfer at the 'Saha Station' (사하역). From Saha Station, exit through Exit 1 and take Bus No. 101 towards Dadaepo Beach. Alight at the 'Dadaepo Beach' stop. It is about a 10-minute walk to the fountain from the bus stop, following the beach path. The total subway fare is around 1,500 KRW.
