If you're driving from Bilbao, take the A-68 motorway towards Vitoria-Gasteiz. After approximately 65 km, take the exit for N-1 towards Vitoria-Gasteiz. Continue on the N-1 until you reach Vitoria-Gasteiz. Once in the city, follow signs for the city center and then for 'Palacio Zulueta'. The exact address is Senda Ibilbidea, 2, 01007 Vitoria-Gasteiz.
