From any point in Downtown Port of Spain, look for a minibus heading towards the East. You can catch a minibus from the bus terminal located near the Queen's Park Savannah. Board the minibus and inform the driver that you want to get off at Lord Harris Square. The fare is usually around 3-5 TTD, and you will need to pay cash directly to the driver when you get off. After getting off the minibus, walk back a short distance to reach the square on Pembroke Street.
