Follow José Batlle y Ordóñez until you see the signs for Fortaleza del Cerro. There is usually free parking available nearby.

To reach Fortaleza del Cerro via public transportation, take Bus Line 116 from the Ciudad Vieja area or Bus Line 19 from Tres Cruces Terminal. Both buses travel towards the Cerro area. Make sure to ask the driver to notify you when you reach the 'Fortaleza del Cerro' stop. The bus fare is usually around 40 UYU. After getting off, walk a short distance up José Batlle y Ordóñez to reach the entrance of the fortress.
