If you are driving from the center of Piedras Blancas, head south on Av. José Pedro Varela towards Ruta 8. Continue onto Ruta 8 and follow signs for Montevideo. Once you enter Montevideo, merge onto Av. 18 de Julio. The Fountain of the Padlocks will be on your right at Av. 18 de Julio 1249. There is street parking available, but it may require a fee depending on the time of day.

From Piedras Blancas, walk to the nearest bus stop and take bus line 100 or 105 towards Montevideo. The ride will take approximately 30 to 40 minutes. Get off at the stop near Av. 18 de Julio and walk towards Av. 18 de Julio 1249. The Fountain of the Padlocks is located there. Make sure to have some Uruguayan Pesos on hand for the bus fare, which is around 40 Pesos.
