If you're driving from Moab, take US-191 S towards Monticello. Continue on US-191 S for approximately 70 miles until you reach the junction with US-163. Turn left onto US-163 and follow it for about 30 miles. You will see the Mexican Hat Rock on your right side just before entering the small town of Mexican Hat. There is a dirt road, Mexican Hat Rock Rd, that leads directly to the base of the rock.
