If you are driving to Lower Delicate Arch Viewpoint, start from the Canyonlands National Park Visitor Center. Head east on UT-313 for about 8 miles until you reach the junction with US-191. Turn left onto US-191 South and drive approximately 5 miles. Then, take a right onto Delicate Arch Rd. Continue on Delicate Arch Rd for about 6 miles, following the signs to the viewpoint. There may be a parking fee, typically around $30 for a vehicle, which is valid for 7 days.

While there is limited public transportation in the area, you can take a shuttle service from Moab to Arches National Park, which often includes stops at various viewpoints. Check with local shuttle companies for schedules. Once at the entrance of Arches, you will need to either walk or use a taxi service to reach Delicate Arch Rd, as shuttles may not directly drop you off at the viewpoint.
