From the main road in Utulei, head towards the P88F+665 area. The trailhead is located between Faga'alu and Utulei, marked by a sign next to the IBM Laundromat. Walk along the harbor side of the road, and you'll find the public parking lot about 100 yards from the trailhead. From the parking lot, walk towards the large abandoned building, then through the grass towards the concrete pilings where the trail becomes more obvious. The walk from Utulei to the trailhead is approximately 15-20 minutes. No costs are associated with walking to the trailhead.
