The vision of Justin Matthews, who sought to create an attraction for his new neighborhood development, the mill was designed by architect Frank Carmean. The intricate concrete work, fashioned to resemble wood, is the creation of Mexican artist Dionicio Rodriguez, renowned for his 'faux bois' style. His artistry is evident in the bridges, benches, and other park features, lending a whimsical touch to the landscape. The Old Mill gained fame after being featured in the opening credits of the 1939 film, 'Gone With the Wind'. It is believed to be the only remaining structure from the film.
