To reach the Shirvan Steppe via public transport from Baku, take a bus from the Baku International Bus Station heading towards Salyan or other southern destinations along the M3 highway. Get off near the general area of Shirvan National Park (approximately 90 km south of Baku). From there, hire a local taxi to take you into the steppe.
