If you are starting from the Riva (the waterfront promenade), walk towards the old town. Head towards the Fruit Square (Voćni trg) which is about a 10-minute walk. From Fruit Square, continue straight to the Golden Gate (Zlatna vrata), the main entrance to Diocletian's Palace. The palace is directly in front of you once you pass through the gate.

If you are further away from the city center, you can take a local bus to the main bus station in Split, located near the Riva. From there, follow the walking directions mentioned above to reach Diocletian's Palace.
