From the Kadriorg Park entrance on A. Weizenbergi Street, head south towards the main pathway. Continue walking straight until you reach the intersection with Valge Street. Turn right onto Valge Street. Walk approximately 500 meters, and you will see the Eesti Kunstimuuseum on your left at Valge 1.
