From the Tallinn Old Town, head southeast towards Toompea Hill. Start at the Town Hall Square (Raekoja plats) and walk up Pikk Street, which leads directly to Toompea Hill. Continue straight until you reach the top of the hill. Once you reach the top, turn left onto Toompea Street. The Monument to Estonia's Independence from the Soviet Union is located at Toompea 1, right near the Estonian Parliament building.

If you are near the Tallinn Bus Station, you can take Tram 1 or Tram 2 towards the 'Balti Jaam' station. Get off at 'Toompea' tram stop. From there, walk uphill towards the Toompea Hill.
