From Sawtooth National Recreation Area, take ID-75 S for approximately 30 miles until you reach the junction with ID-21 S. Turn right onto ID-21 S and continue for about 15 miles until you reach the town of Idaho City. In Idaho City, continue straight onto ID-21 S for another 62 miles until you reach the junction with US-93 S. Turn left onto US-93 S and follow it for about 20 miles. Finally, turn left onto ID-77 S towards Almo and follow for about 12 miles until you reach City of Rocks National Reserve. The total drive time is roughly 1 hour and 30 minutes, depending on traffic and road conditions.

From Twin Falls, you can take a Greyhound bus to Burley, ID.
