From Police Bazaar, you can take a shared auto-rickshaw or a local taxi heading towards Garikhana. The fare is usually reasonable (around 20-30 INR per person). Ask the driver to drop you off at the nearest point to Bishop's Falls. Once you get off, you may need to walk a short distance (about 500 meters) following the signboards that will lead you directly to the falls.
