Bypass Ngurah Rai and follow the signs towards Klungkung. After approximately 22 km, take the exit towards Nusa Penida. From the port, take a ferry to Nusa Penida (approximately 30 minutes). Once in Nusa Penida, you can rent a scooter or hire a local driver to take you to Paluang Cliff, which is about a 30-minute drive from the port. Note that the ferry ride will cost around 75,000 IDR per person one way.
