Walking
If you are starting from the Basilica of San Francesco, exit the basilica and turn left onto Via San Francesco. Continue walking until you reach the intersection with Via del Fiume, then turn right. Follow this road uphill until you reach the junction with Via Fontebella. Turn left onto Via Fontebella, and you will find Assisi Panoramic Rooms at number 27 on your right.

From the Piazza del Comune, head northwest on Via di Porta Perlici, passing the Temple of Minerva on your left. Continue straight until you reach the intersection with Via San Francesco. Turn left onto Via San Francesco and follow the previous directions from there to reach Via Fontebella.

Starting from the Assisi train station, exit the station and take the bus (Line 1) towards Assisi Centro. Get off at the stop 'Piazza San Rufino'. From there, walk toward the Cathedral of San Rufino, then continue down Via San Francesco until you reach the intersection with Via del Fiume. Turn right and follow the instructions above to reach Assisi Panoramic Rooms.
