Public Transportation
If you're starting from Kagoshima Chuo Station, head to the bus terminal located right outside the station. Look for the buses heading towards 'Shiroyama' or 'Kagoshima Prefectural Museum' (it will be indicated in Japanese as 鹿児島県立博物館). The bus ride will take approximately 15 minutes and will cost around 200-300 yen. After getting off at the 'Kagoshima Prefectural Museum' stop, walk about 5 minutes in the direction of the museum, following the signs.

If you're driving, start from Kagoshima Chuo Station and head towards Route 3. Follow the signs for 'Shiroyama' and 'Kagoshima Prefectural Museum'. The museum is located at 1-1 Shiroyamacho, Kagoshima, 892-0853. There is parking available near the museum, but keep in mind that it may incur a parking fee of approximately 500 yen for up to 2 hours.
Taxi
Taking a taxi is a convenient option. Just inform the driver that you want to go to 'Kagoshima Prefectural Museum' (鹿児島県立博物館). The ride from central Kagoshima should take about 10 minutes and will cost around 1,000-1,500 yen depending on traffic.
