If you're driving from Vang Vieng, begin by heading south on Route 13. Continue for approximately 12 kilometers until you reach the turnoff for Kaeng Nyui Waterfall, which is well-marked. Turn left and follow the road for another 3 kilometers, where you'll find a parking area near the waterfall. Note that the road can be bumpy, so a vehicle with good clearance is recommended.
