From the Upper Barracca Gardens, exit and head down the steps towards the lower level. Once you reach the main road, turn left onto Triq Sant'Anna. Continue straight until you reach the end of the street, where you'll find the entrance to Fort Saint Elmo. If you're starting from the Valletta Waterfront, walk up towards the city center. Head up the main street, Republic Street, and continue straight until you reach the City Gate.
