From the central area of Bar, head towards the main bus station located on the street called Bulevar Revolucije. Once you reach the main bus station, look for a bus heading towards Shkodër, Albania. Buses typically depart regularly, so you should not have to wait long. The bus ride to Shkodër takes about 1.5 to 2 hours. After you arrive in Shkodër, exit the bus terminal and head towards the city center. You can ask locals for directions to Rruga e Tabakëve, or simply follow signs pointing to the mosque. Rruga e Tabakëve is approximately a 10-minute walk from the bus station. Look for Xhamia e Plumbit, which is located at Rruga e Tabakëve 1. It's a prominent landmark, and you should be able to see it from a distance.

Start at the main square in Bar, called Trg Slobode. From there, walk to the nearest bus stop and catch a bus heading to Shkodër, Albania. The bus ride will take around 1.5 to 2 hours. Once you arrive at the Shkodër bus station, exit and walk towards the city center. Follow the signs or ask for directions to Rruga e Tabakëve. It should take you about 10 minutes to reach Xhamia e Plumbit, located at Rruga e Tabakëve 1.
