Once in Kotor, look for signs directing you to the Old Town. The entrance to the fortress is near the entrance to the Old Town. There is parking available near the Old Town, but keep in mind that parking may incur costs, typically around 1-2 Euros per hour.

From Šavnik, take a bus to Kotor. Buses depart regularly from the main bus station in Šavnik. The journey takes about 30-40 minutes.
